Dr. Victor Oladokun is a distinguished corporate and executive thought leader with decades of experience in PR, broadcast media, communication, branding, stakeholder engagement, and board-level advisory roles. He has long been a brand advocate for African resilience, innovation and opportunity.

Executive roles

In 2017 he was appointed Director of Communication and External Relations at the African Development Bank Group (AfDB), Abidjan. Tasked with building a world-class team and overhauling the Bank’s communication ecosystem, he transformed strategies, structures, systems and staffing, while elevating the AfDB’s brand and visibility globally and across Africa.

In 2021 he was appointed Senior Advisor to the President of the African Development Bank Group, Dr. Akinwumi Adesina. In that role he supported the Bank’s positioning at the United Nations General Assembly, World Bank/IMF Africa Caucus meetings, African Union summits, COP climate conferences, the Korea–Africa Ministerial Summit and the Feed Africa Summit.

Thought leadership

He is a frequent speaker and moderator at high-level platforms including Harvard Law School events, the World Food Prize, the African Union, KOAFEC, the United Nations, COP 2022 (Sharm El Sheikh), COP 2023 (UAE), COP 2024 (Baku), the 2023 Feed Africa Summit, The Platform Nigeria, and the Lagos State Governorship Debates (2015 and 2019).

He holds a joint B.A. in History and Political Science from the University of Ife (now Obafemi Awolowo University), an M.A. in Communication and a Doctor of Strategic Leadership from Regent University, Virginia Beach. He is a member of the British Academy of Management and the Advertising Practitioners Council of Nigeria.

CEO & Chief Pilot, LEO Aviation Services.

Fedor van Toor is an experienced aviation professional with over 9,400 hours of flight experience and extensive expertise in international business aviation. He has served as Chief Pilot at LEO Aviation Services Ltd since 2015 and as a freelance Captain with Shell Aircraft International since 2017, specialising in the Dassault Falcon 7X and 8X, dedicated to the highest standards of safety, professionalism and excellence in international business aviation.

He is also the Founder and Captain at Flying FACTS B.V., established in Amsterdam since 2008, with experience in line training on the Cessna Citation Excel, XLS and XLS+ aircraft. His operational experience spans Europe, Russia, the Middle East, Central Asia, Africa, Asia, the Americas and the Atlantic regions. He holds both European Union Aviation Safety Agency (EASA) Airline Transport Pilot and United States Federal Aviation Administration (FAA) Airline Transport Pilot qualifications, complemented by formal training in multi-crew cooperation and commercial aviation.

Based between Amsterdam, the Netherlands, and Lagos, Nigeria, Fedor brings an international operational perspective to discussions on aviation safety, risk management and the importance of reliable information in complex operating environments. His experience in international flight operations offers a practical perspective on the role of timely, dependable weather information in supporting operational planning, safety and decision-making.

Member of the IFRS Foundation’s International Sustainability Standards Board. Founder, Growing Businesses Foundation.

Dr Ndidi Nnoli-Edozien is a Nigerian social entrepreneur and sustainability leader whose work connects business, governance and sustainable development across Africa and internationally.

She was appointed as a full-time member of the International Sustainability Standards Board (ISSB) of the IFRS Foundation in 2022. She previously served as the inaugural Group Chief Sustainability and Governance Officer of Dangote Industries Limited, where she developed the company’s sustainability culture, strategy and reporting across 14 countries.

In 1999 she founded the Growing Businesses Foundation, a long-running initiative extending sustainable enterprise and supply-chain platforms to communities at the last mile. She is also a co-founder of ToroNet and has served on boards and advisory groups including the German Government’s Sustainable Finance Advisory Group.

She holds a B.Sc. from the London School of Economics and Political Science and a Ph.D. in social ethics, sustainability and governance from Goethe University, Frankfurt. She has made it her life mission to support Africa’s sustainable development.

Director General, African Centre of Meteorological Applications for Development (ACMAD).

Dr Ousmane Ndiaye is Director General of the African Centre of Meteorological Applications for Development (ACMAD), the continental weather and climate watch centre based in Niamey. He assumed office in December 2024 after more than two decades delivering climate information services across Africa.

Before ACMAD he led Senegal’s national meteorological service at the Agency for Civil Aviation and Meteorology (ANACIM). His work focuses on climate prediction and its use by communities: co-producing services with users, choosing the right delivery channels, and turning forecasts into action for farmers and fishers through rural radio, messaging and social media.

He coordinated multidisciplinary working groups at district level in Senegal and helped establish an early-warning heatwave system for Senegal and West Africa. He is a contributing author of the IPCC Sixth Assessment Report (Working Group I) and a board member of the Global Heat Health Information Network (GHHIN).

He holds an M.S. and Ph.D. from Columbia University, New York, and previously served as Senegal’s national IPCC focal point.

Technical Director, Lake Chad Basin Commission (LCBC) Executive Secretariat.

Hycinth Banseka is a Cameroonian development professional and senior regional leader with over 20 years of experience in sustainable water resources management, climate resilience, peacebuilding, regional cooperation, institutional strengthening and development planning across Africa. He holds a Bachelor of Engineering in Agricultural Engineering and a Master of Science in Environment and Water Resources Engineering, and is fluent in English and French.

He began his international development career in 2006 with the Global Water Partnership (GWP) network in Cameroon, focusing on integrated water resources management. In 2010 he joined the United Nations Development Programme (UNDP) Cameroon as Technical Adviser for the Africa Adaptation Programme, supporting climate adaptation and resilient development. In 2012 he returned to the GWP Regional Office for Central Africa, serving first as Programme Manager and later as Regional Coordinator / Executive Secretary until September 2021, leading partnership building, capacity development, policy engagement, institutional strengthening and resource mobilisation across the region.

Since September 2021 he has served as Technical Director of the Lake Chad Basin Commission Executive Secretariat in N’Djamena, Chad. In that role he provides technical and strategic leadership for the Lake Chad Basin Regional Strategy for Stabilisation, Recovery and Resilience (RS SRR) and the Lake Chad Basin Strategic Action Programme (SAP), bringing together water, climate, environment, livelihoods, peace and security, and regional cooperation in one of Africa’s most complex transboundary settings.

He has extensive experience in high-level diplomacy, stakeholder coordination, training and programme implementation, and is an advocate for gender transformation in development planning. He is a member of the World Bank-supported Male Champions for Women’s Empowerment network.

President of the World Meteorological Organization (WMO). Permanent Representative of the United Arab Emirates with WMO. Director General of the National Center of Meteorology (NCM). Minister of the UAE Government.

H.E. Dr. Abdulla Ahmed Al Mandous is President of the World Meteorological Organization (WMO), elected by the Nineteenth World Meteorological Congress in 2023 for a four-year term. He is the Permanent Representative of the United Arab Emirates with WMO, Director General of the National Center of Meteorology (NCM), and a Minister of the UAE Government.

As Director General of NCM he has led a large-scale modernisation of the Centre’s meteorological and seismological networks, including development of the Arabian Peninsula Integrated Radar Observing System and the UAE Research Program for Rain Enhancement Science.

Before the WMO presidency he served as President of WMO Regional Association II (Asia) from 2017 to 2023 and as a member of the WMO Executive Council. He holds a Ph.D. in meteorological sciences from the University of Belgrade, a master’s degree in meteorology from the University of the Witwatersrand, and a bachelor’s degree in meteorology from Saint Louis University.

His leadership of WMO focuses on climate adaptation, disaster risk reduction, early warning systems and sustainable investment in weather, water and climate services worldwide.

Director, Systematic Observation Financing Facility (SOFF) Secretariat, World Meteorological Organization (WMO).

Marcus Repnik is Director of the Systematic Observation Financing Facility (SOFF) Secretariat at the World Meteorological Organization. SOFF supports countries to close gaps in basic weather and climate observations, so that forecasts and early warnings rest on reliable data.

He works with WMO Members and development partners on financing and delivery of systematic observation, in support of weather, water and climate services.

Director General, Nigerian Civil Aviation Authority (NCAA).

Captain Chris O. Najomo is Director General of the Nigerian Civil Aviation Authority (NCAA), the regulator of civil aviation in Nigeria. The Authority oversees safety, security and economic regulation of air transport.

Sen. Dr. Aliyu Abdullahi, CON, is Honourable Minister of State for Agriculture and Food Security in the Federal Republic of Nigeria. The ministry leads national work on food production, agricultural development and food security.

Engr. Prof. Joseph T. Utsev is Honourable Minister of Water Resources and Sanitation of the Federal Republic of Nigeria. The ministry leads national policy on water resources, sanitation, dams and water supply.

Moyenda Chaponda heads the Multilateral Finance and Development Partnerships Unit in the WMO Division of Development Partnerships and Programme Delivery. The unit supports resource mobilisation and partnerships with multilateral financing partners for weather, water and climate services.

He works with WMO Members and development partners on financing, member-to-member support and the delivery of extrabudgetary programmes aligned with WMO strategic goals.

Director, Development Partnerships and Programme Delivery Division, World Meteorological Organization (WMO).

Daniel Kull is Director of the WMO Division of Development Partnerships and Programme Delivery. He leads resource mobilisation, partner relations, public-private engagement, and project development and delivery, so that extrabudgetary work stays aligned with WMO strategic goals and Member priorities.

He joined WMO in 2023 after more than 25 years in disaster risk management and climate adaptation. He previously served with the World Bank and the Global Facility for Disaster Reduction and Recovery (GFDRR), including on large-scale investments and the modernisation of hydrometeorological and climate services. Earlier roles included the International Federation of Red Cross and Red Crescent Societies, the Swiss Agency for Development and Cooperation, UNDRR, and work as a hydrologic engineer and flood specialist.

He holds an M.S. in Water Resource Engineering from the University of California, Davis, and a B.Sc. in Civil Engineering from Union College.

Chief Executive Officer, NGX Regulation Limited (NGX RegCo).

Mr. Olufemi Shobanjo is Chief Executive Officer of NGX Regulation Limited (NGX RegCo), the independent self-regulatory organisation subsidiary of Nigerian Exchange Group Plc. He assumed the role on 28 February 2024, following the Securities and Exchange Commission’s no-objection.

He has more than 18 years of professional experience across corporate and commercial law, compliance and regulation, and banking and financial markets. Before becoming Chief Executive Officer, he was Head of Broker-Dealer Regulation at NGX RegCo.

Ms Dudzai Marufu is Project Administrator in the Division of Climate Innovation and Montreal Protocol at the United Nations Industrial Development Organization (UNIDO). The Division supports Member States on climate innovation and on implementation of the Montreal Protocol, including the phase-out of ozone-depleting substances and the phase-down of hydrofluorocarbons in industry.

Hideki Kanamaru is a Natural Resources Officer at the Food and Agriculture Organization of the United Nations (FAO). His work covers climate services for agriculture, including evidence on climate risks to inform adaptation investments and policy, and the use of weather and early-warning information to help farmers manage climate and weather-related risks.

Executive Director / Chief Portfolio Officer, Ministry of Finance Incorporated (MOFI).

Mr. Tajudeen Datti Ahmed is Executive Director and Chief Portfolio Officer at the Ministry of Finance Incorporated (MOFI), where he leads portfolio management. He was appointed Executive Director, Portfolio Management, on the MOFI Board in November 2023.

He has about three decades of executive experience across treasury, portfolio and credit management, and in manufacturing, agro-allied, construction and transport. Managing Director/Chief Executive Officer, Royal Exchange General Insurance Company Limited (Rex Insurance).

Ebelechukwu Nwachukwu is Managing Director and Chief Executive Officer of Royal Exchange General Insurance Company Limited (Rex Insurance). She was appointed to the role effective 1 January 2023, after confirmation by the National Insurance Commission.

She is a graduate of the University of Benin and holds an MBA from the ESUT Business School. She is an alumna of executive programmes at London Business School, Columbia Business School, Manchester Business School and Lagos Business School. She is a member of the Chartered Insurance Institute of Nigeria, the Institute of Directors Nigeria, and a Chartered Member of the Nigerian Institute of Management.

Special Adviser to the Governor of Lagos State on Blue Economy; oversees the Lagos State Waterways Authority (LASWA).

Mr. Oluwadamilola Emmanuel is the Special Adviser to the Governor of Lagos State on Blue Economy and oversees the Lagos State Waterways Authority (LASWA). With over 15 years’ experience in operations, maritime governance and sustainability, he has led transformative reforms in Lagos water transportation, including upgrading more than 20 jetties, delivering key ferry terminals, establishing West Africa’s first Waterways Monitoring and Data Centre, and integrating the Cowry Card for multimodal transport.

He was instrumental in securing the landmark Omi Eko water transport modernisation project. A graduate of the University of Lagos and the University of Hull, and an African Leadership University Fellow, he is driving Lagos’ vision to become Africa’s leading hub for sustainable maritime commerce.

Ndidi Okonkwo Nwuneli, MFR, is Co-founder and Executive Chair of Sahel Consulting Group (Sahel Consulting Agriculture & Nutrition Ltd). She is an entrepreneur and author working on African agriculture, nutrition, social innovation and philanthropy.

She founded LEAP Africa and African Food Changemakers, and co-founded AACE Foods. She previously served as President and Chief Executive Officer of the ONE Campaign, and began her career at McKinsey & Company. She holds an MBA from Harvard Business School and an undergraduate degree from the Wharton School of the University of Pennsylvania, and was awarded the Member of the Order of the Federal Republic (MFR).

Founder and CEO, Miri Africa.

Dr Temidayo Oniosun is Founder and Chief Executive Officer of Miri Africa, a climate-intelligence company that designs and manufactures environmental monitoring technologies, including automated air-quality and weather stations, for African conditions.

He is also Managing Director of Space in Africa, a market-intelligence and consulting firm on Africa’s space and satellite industry. He holds a PhD in Geography from the University of Delaware, a master’s degree in satellite applications from the University of Strathclyde, and a bachelor’s degree in meteorology from the Federal University of Technology, Akure. He is a research affiliate at the MIT Media Lab.
