Biography

Arc. Geteloma Victor, Oghenegare mnia, is a Nigerian architect, public administrator, and dedicated public servant with over 18 years of experience in government affairs and policy development. 
 
 
Born on July 10, 1966, in Ekpan, Delta State, he has built a distinguished career spanning project management, ethical governance, and public service. 
 
 He currently serves as a Director at the Nigerian Meteorological Agency (NiMet). 
 
 Education

 • 1979: First School Leaving Certificate – Saint Theresa Primary School, Jebba, Kwara State.

 • 1984: General Certificate of Education (O/Level) – Government Secondary School, Bacita, Kwara State.

 • 1997: Bachelor of Technology (Architecture) – Federal University of Technology, Minna.

 • 2000: Master of Technology (Architecture) – Federal University of Technology, Minna.

 Professional Practice & Public Service

 Private Practice Milestones:
   Awarded the 1995 contract to renovate the Government House in Minna, Niger State. Successfully constructed and commissioned        the Uvwie Ultra-Modern Permanent Palace in Effurun, Delta State, in 2018. 
 
DESOPADEC Career (2008–2024):
   Appointed Chief Architect at the Delta State Oil Producing Areas Development Commission in January 2008. Rose to the rank of          Deputy Director by 2022. 
 
 Core DESOPADEC Responsibilities: 
    •Coordinated agency-wide architectural services and reviewed structural policies.

   • Planned and executed technical training programmes for upcoming architects.

   • Evaluated tender technical reports and vetted consultant professional fees.

   • Prepared project variations, maintenance manuals, and interim payment/completion certificates.

 Political Leadership & Community Development

 Grassroots Leadership:
Prominent community mobilizer rooted in Ekpan (Ward 10), Uvwie Local Government Area, Delta State.

 Electoral History: 
Ran as the Accord Party Vice-Chairman candidate for the Uvwie LGA election in 2006. Contested the 2026 All Progressives Congress (APC) primary ticket for the Okpe/Sapele/Uvwie Federal Constituency.
* Party Governance: 
Served as a National Delegate to the 2026 All Progressives Congress (APC) National Convention.

 • Gubernatorial Appointment (June 2024 – March 2026): 
Appointed Senior Special Assistant (SSA) on Community Development to the Delta State Governor.

 SSA Key Achievements: 
  • Hosted town halls with community Presidents-General to build a development needs databank for state budgetary provisions. 

  • Monitored and audited the execution of state-approved infrastructure projects within mandate communities.
